Lantian county has a unique geographic location with the Qinling Mountains to the south, Lishan Mountain to the north, and the Bahe River running across it. Since late August, there has been continuous heavy rainfall in Lantian county. The data shows that the amount of rainfall has hit the record of the same period since 1961. Xiyuanyu village, in which the resident work teams are, is located at the southern foot of Lishan Mountain with complex terrain featuring high ridges and deep valleys. The continuous heavy rainfall has caused roads to wash out, the roadbeds to collapse, and the farmland to submerge. In particular, houses were destroyed due to landslides, which seriously endangered the safety of people's lives and property.

Over the past two months, 41 households have been affected by the heavy rainfall, accounting for 10% of total households in the village. Four-kilometer-long production roads and 400-meter-long rural roads have been destroyed. The resident work teams, putting people first, people's lives first and safety first, have been on duty for 24 hours, and worked with the Committee of Village to conduct the flood prevention and disaster relief. The resident work teams paid a door-to-door visit to the villagers with potential safety hazards of their houses, transferring the villagers nearly 100 times, and set up the resettlement sites, which ensured that there was no safety accidents and derelication of duty, guaranteed the safety of villagers, and minimized the casualties and property losses.

Faced with the unseen floods in many years, the officials of Xi’an Foreign Affairs Office and Xi’an Bureau of Finance, the designated units to revitalize Xiyuanyu Village, promptly provided the resident work teams and the members of the Committee of the village with rain boots, raincoats, flashlights, and urged them to conduct the flood prevention and disaster relief, and prevent villagers from returning to poverty due to disasters. The resident work teams dedicated themselves to practical actions for the villagers during the flood control, demonstrating the spirits of the Party members with standing with villagers through good times and bad and making them feel the warmth.
