In the start, water freezes, and thunder rumbles. All things on earth begin to retreat from the cold outside. After the start of winter, the temperature in Xiyuanyu Village, Huaxu Town, located at the half ridge of Dongliang, Qinling Mountain, is much lower than that in the urban areas of Xi’an. But the villagers who get the one-to-one assistance feel warm. On November 17, the officials of the Xi’an Foreign AffairsOffice and the members of the resident working team visited the villagers who got the assistance, providing rice, powder, oil, and cotton-wadded jackets to them.

In the sunny morning, 16 officials of Xi’an Foreign Affairs Office visited the villagers they offered one-to-one assistance, talked about the daily life and poverty alleviation policies with them, provided them the food and clothes, and encouraged them to stay confident to the life and main self-reliance. Mr. Fan Yangmin, a villager who was lifted out of poverty at the end of last year, is enjoying five guarantees and has been paid attention to prevent him from returning to poverty. He has been discharged from the hospital. Mr. Zhang Rui, the first Party Secretary, and Mrs. Li Jun, the contact official in charge of poverty elimination separately visited him, provided him rice and coats, talked with him about his health and daily life, and introduced the latest medical policies. Mr. Fan said excitedly, “Thanks to the government and officials, my life has greatly improved. I benefited from the preferential medical policies.”

Since June 2017, Xi’an Foreign Affairs Office has designated 19 middle-ranking officials to offer one-to-one assistance to poor villagers, visit them each month to introduce the inclusive policies and help them solve the difficulties. The efforts have been made to deliver the Two Assurances and Three Guarantees. The officials have conducted targeted poverty reduction to lift the 19 poor households out of poverty as scheduled. Through the assistance activities, the contact officials of Xi’an Foreign Affairs Office have introduced the preferential policies of the Party and Nation, told the villagers that removing the label of extreme poverty is not the end, but the beginning of new life and a new journey, and stimulate their endogenous motivation to further consolidate and expand achievements in poverty elimination.
